Responsible use of facial recognition technology in law enforcement: designing national and international frameworks

Law enforcement use of facial recognition technology (FRT) is perhaps one of the most sensitive uses of AI. While improvements in the technology have driven law enforcement agencies to increasingly explore how FRT can help them solve crimes more efficiently, several civil society organizations have called for a ban or a moratorium on FRT use in law enforcement, voicing concerns about its potential to enable mass surveillance and overall infringe human rights. The UN High Commissioner for Human Rights has echoed some of these concerns in a report of September 2021, recommending imposing a ban or a moratorium on some of the uses of FRT when their compliance with human rights cannot be ensured or demonstrated. Can law enforcement agencies benefit from this powerful technology in service of our common peace and security while minimizing its risks and safeguarding human rights? How can policy- and lawmakers navigate this challenge? Building on the work of WEF, INTERPOL, UNICRI and the Police of the Netherlands in developing a white paper with principles and requirements for the responsible use of facial recognition for law enforcement investigations, the session will bring together subject matter experts to discuss these important questions from a national and international perspective, thus contributing to advancing the global debate on the matter.
