Building and developing robust and resilient AI
AI will have impact on cybersecurity and national security at large. However, there are many unknowns. On the one hand cyber security resilience can be improved by using AI to better protect networks and systems against cyber threats. But will this be sufficient for protecting against AI-enhanced scanning for vulnerabilities by malicious actors and more advanced AI-enabled cyber weapons in periods of conflict? How can the international community define irresponsible and malicious behavior through the use of AI in cyberspace? How can actors using AI for malicious purposes be held accountable?
How can international norm-setting processes on AI be connected to early stages of AI-systems development, through for instance security-by-design? Different stakeholders from the private sector, scientific community and civil society have high-level expertise and their involvement in norm-setting processes from an early stage may contribute to the operationalization and implementation of international law and norms in the realm of AI-systems, through standard-setting, capacity-building and monitoring compliance and implementation. What confidence building is needed at State-to-State level and what type of transparency is required in the relationship State-private sector-scientists-consumers in order to support this confidence? How does the international community prevent misunderstandings in an era with growing disinformation and deep fakes?
What elements of existing regulatory frameworks require an additional layer of understanding to address the risks of AI for international peace and security? Existing frameworks are for example international human rights treaties, the EU’s fundamental rights, or the normative framework for responsible state behavior in cyberspace. These frameworks are already applicable to AI-systems, but might not be sufficiently tailored to specific needs of AI-systems or miss an AI-specific interpretation. Related to this question is the fact that these existing frameworks apply to the entirety of AI-systems. Is there a need for a specific normative or regulatory framework for the use of AI-systems in cyberspace-applications? Or is this usage of AI already covered by the existing frameworks for (state) behavior in cyberspace?
